are both fine organizations. I am a member of APA, and a former member of ICMA.
APA should follow the lead of ICMA and become the International Planning Association. Each year we have more interaction around the world among planners and planning organizations. We learn from each other. Many issues decisions have global impact. APA should recognize this, and change from a national outlook to a world outlook.
ICMA makes a major effort to support and promote professional city management and governance around the world. So does APA, but a formal name change and goal to improve planning around the world would be a positive thing. It should be done.
