In the beginning, was The PLAN

In the beginning, was The Plan.

And then came the assumptions.
And the assumptions were without form,
And the plan was without substance.

And so, the plan was brought unto the Wise City Planners,
And darkness fell upon their faces.
Yea, they spoke unto the supervisors, saying,
"'Tis a crock of s___, and it stinketh."

And the hearts of of the supervisors were heavy,
For they could not tell the managers this.
So the supervisors went unto the managers, and said,
"It is a vessel of excrement, that none may abide the odor thereof."

And the managers were troubled,
For they could not tell the City Council this.
So the managers went unto the Councilmen (and women), and said, "It is a container of fertilizer, with strength that none may abide."

And the Councilmen (and women) spoke amongst themselves, On how best to present the information to Vice Mayor.
And the Councilmen (and women) went unto the Vice Mayor, and said,

"It contains that which aids plant growth, and it is very strong."

And the Vice Mayor was pleased,
And they discussed how best to present the proposal to the Mayor.
And the Vice Mayor said unto the Mayor,
"It promotes growth, and it is very powerful."

And the Mayor looked upon the proposal, and saw it was good.
Unto the people, the Mayor said:
"Yea, verily, the plan will greatly promote the growth of the city.

Let it be so."

And so it was.

And The PLAN became policy.


And that, my friends is how s___ happens.


And Planning is a Process and the process began again and again and again.
